The Korean printing of Cursed Scroll was misprinted - the activation cost being two instead of three. Considering the card was good enough to get banned in Tempest Block Constrcuted and how much slower information travelled in 1997, it's likely Cursed Scrolls were doing a lot of damage in Korea following the release of the set.
