Pyroblast and Red Elemental Blast might look functionally the same, but Red Elemental Blast checks to see if the target is blue when it's cast, but Pyroblast only checks on resolution. This means players can cast Pyroblast on a non-blue target to trigger Prowess and Heroic or build Storm count.
